What We Do

The Elections and Registration Office is responsible for assuring all citizens of Effingham County who wish to participate in the democratic process are properly registered and understand the process to follow to cast their vote.  It is our mission to assist all citizens in the elections and registration process; conduct accurate, fair, and honest elections; and maintain registration and election records.

Not Registered to Vote?

Register Online- Register to vote online at the following link Online Voter Registration.

Register by App- The Secretary of State's Office now offers an App "GA Votes" that you can download from your Android or iPhone App Store.

Register by Mail- If you would like to mail in your voter registration you can print an application at the following link Printable Voter Registration Application

Register in Person- Voter registration forms can also be obtained at the Elections and Registration Office.

Absentee Voting-By Mail Minimize

  Mail-In Absentee Voting

Not more than 180 days prior to the date of the Primary or General Election, or Runoff of either, voters may request to receive a mail-in absentee ballot. Voters can request an absentee ballot from the Board of Elections and Registration Office or click on the following link for an application for the May 24, 2016 General Primary 2016 General Primary Absentee Application or for the November 8, 2016 General Election 2016 General Election Absentee Application. A request for an absentee ballot application may be submitted by mail, telephone, fax, or in person at Elections and Registration Office. 

All requests must be received by the close of business on the Friday prior to each election. Absentee ballots must be returned to our office at 284 GA Highway 119 South, Springfield, Georgia, by the close of polls on Election Day. Photo identification is not required when voting by mail. 

Early Voting/Locations Minimize


Voters can vote in-person at either locations listed below. 
Voters must complete an application form at time of voting and provide one of the 6 forms of acceptable ID.

Candidate Qualifying Minimize

Candidate Qualifying

There is a second qualifying for Political Body Candidates and Independent Candidates for the General Election.

When to Qualify:

Local qualifying for the November 8, 2016 General Election is June 27th- July 1st, 2016 beginning at 9:00am ending at 12:00pm on the 1st. Qualifying information will available on the Secretary of States website and will be updated as Candidates qualify.

The following link will direct you to the Georgia Secretary of States Candidate Qualifying page, Qualifying Candidate Information. This will allow you to view all Candidates who have qualified Federally, State and Locally.

Where to Qualify:

Persons wanting to qualify as Political Body Candidates or Independent Candidates office will need to qualify in our office during the above listed dates.

Qualifying Fees are set by the County and are as follows:

Clerk of Superior Court-----$1,894.94

Board of Commissioners (Districts 1 and 4)-----$454.04

Board of Commissioners (Chairman at Large)-----$499.45


Political Body Candidate and Independent Candidates must also file a Notice of Candidacy in our office during the qualifying period. Political Body Candidate and Independent Candidates are also required to submit a Nominate Petition containing signatures of registered voters equal to 5% of the total number of registered voters eligible to vote in the last election for the filling of the office the candidate is seeking.

Board Meeting Notice

The Effingham County Board of Elections and Registration will hold its regular monthly meeting the second Monday of each month beginning at 8:30 am. The public is invited to attend.

Directions to our Office Minimize

From Rincon:

Take GA Highway 21 North to GA Highway 119 South.  Take a right at traffic light on GA Highway119 South.  We are located in the second building on the left.  Turn left into the first driveway off GA Highway 119 South.  Enter the building through the front door, and we are located in the first office on the right.    

From Guyton: 

Take GA Highway 119 South toward Springfield.  Continue on GA Highway 119 South through the traffic light.  We  are located in the second building on the left.  Turn left into the first driveway off GA Highway 119 South.   Enter the building through the front door, and we are located in the first office on the right.

From Shawnee-Clyo:
